The Annual Congress was held at the Pathfoot Building, University of Stirling.

The host Society was the Dundee & District Philatelic Society.

An illustrated cover was produced which  had a portrait of James Chalmers and two of his essays.

Chalmers was a Dundee bookseller and publisher who in December 1837 submitted essays for the first postage stamp

A fully serviced cover cost 30p each whilst unserviced they cost 20p each plus postage
